Estonia plans to broaden access to ship registration under its national EST Flag and continue digitizing related services. The proposals are being developed as part of the Shipping Package 2.0 reform and may take effect in 2028.
The EST Flag initiative was launched by the Estonian Transport Administration in 2020 as part of the Shipping Package 1.0 program. It is designed to create favorable conditions for the growth of the national ship register. The program’s advantages include business-friendly regulation, competitive tonnage and seafarer tax rates, and the ability to submit documents quickly through the government portal.
Registration to Be Opened to a Wider Range of Shipowners
The proposed amendments will allow shipowners and charterers from around the world to use the EST Flag, except for individuals and organizations subject to international sanctions.
Owners of vessels registered under the Estonian flag and their charterers will no longer be required to have a place of residence, registered office, or business in Estonia. The only condition will be the appointment of an authorized representative in the country.
In addition, Estonia plans to abolish the requirement for vessels under the EST Flag to operate at least 50% of their voyages on international routes. This is expected to make the register accessible to a larger number of commercial vessels. In particular, the changes may appeal to operators of offshore platforms, cable-laying vessels, and pipe-laying vessels.
Digital Systems to Be Integrated
The development of the EST Flag is focused not on expansion at any cost, but on service quality amid increasingly complex regulation. Estonia continues to improve its regulatory and digital infrastructure to simplify procedures for flag users and ensure the register’s long-term growth.
Most information on maritime services is already available through specialized electronic systems, including the port register, the seafarers’ information system, and the vessels information system.
The next stage should be full interoperability between maritime, government, and commercial information systems. This will allow data to flow seamlessly between them and make EST Flag services more efficient and convenient.
