The International Bargaining Forum (IBF) has reached an agreement with employers and maritime trade unions to continue the framework agreement for 2024–2027, which provides for a significant increase in seafarers' wages as well as measures to improve their working conditions.
Under the agreement signed in 2025, the wages of more than 250,000 seafarers working on over 11,000 vessels worldwide will be increased by 6% during 2024–2025. The increase is set in two phases: 4% from January 1, 2024, and an additional 2% from January 1, 2025. Separate negotiations are planned in 2025 for wage rates for 2026–2027, as well as for expense items.
Additionally, the new agreement includes an important reference to the International Labour Organization (ILO) Convention No. 190, which aims to combat violence and harassment in the workplace in the maritime sector. This reflects the commitment of the parties to ensure safe and respectful working conditions free from discrimination and unacceptable behavior.
Key provisions of the new IBF agreement:
- Seafarers' wages to be increased by 6% in 2024–2025;
- Discussion of wage conditions and expenses for 2026–2027 in 2025;
- Inclusion of a reference to ILO Convention No. 190 for protection against violence and harassment;
- Support for safe working methods during cargo handling and combating unfair practices in the industry;
- Ensuring working conditions for more than 250,000 seafarers on 11,000 vessels worldwide.
The IBF agreement – the largest collective labor agreement in the maritime industry – plays a key role in protecting the rights of seafarers and enhancing their social and labor security.
