In 2025, Russian shipbuilding enterprises plan to deliver approximately 40 cargo ships of various purposes to the fleet, including high-speed passenger boats, floating docks, and multifunctional dredgers. This project is part of a large-scale state strategy for the development of the shipbuilding industry, approved by a decree of the Government of the Russian Federation in May 2025.
The updated strategy for the development of the shipbuilding industry covers the period until 2036 with prospects until 2050 and provides for an increase in the loading of production capacities of enterprises, growth in the share of serial Russian shipbuilding, as well as strengthening import substitution and technological sovereignty in the industry.
Main tasks and goals of the strategy
- Increase the loading of existing enterprises to 61% by 2036 and to 73% by 2050.
- Increase the share of domestically built civil fleet to 61% by 2036 and to 64% by 2050.
- Increase the share of serial ships from 30% to 50% by 2036 and to 80% by 2050.
- Develop digital design technologies and implement digital twins to enhance production efficiency.
- Ensure environmental safety and sustainable development of ships, including the use of energy-saving technologies and emission cleaning systems by 2026.
The Government of the Russian Federation has allocated more than 500 billion rubles for the development of shipbuilding in 2025–2030 — a record amount of funding for the industry. The funds are directed towards supporting manufacturers, accelerating design work, and renewing the fleet, especially in the segment of cargo ships with a deadweight of 40 to 60 thousand tons, with the first planned delivery already in 2027.

These measures aim to ensure sustainable cargo transportation along the Northern Sea Route and Russia's inland waterways, strengthen logistical ties with friendly countries, and develop a modern maritime and river fleet. The implementation of digitalization and modern eco-friendly technologies will improve the quality and safety of shipbuilding, as well as reduce the negative impact on the environment.
The updated strategy for the development of the shipbuilding industry is intended to make the domestic sector more competitive in the global market and ensure technological independence in key segments of shipbuilding.
